JOB PURPOSE:

We seek a Government Relations Senior Manager focused on developing and maintaining relationships with policy makers on Capitol Hill and federal agency officials. This position will be a vital conduit in amplifying the Hoover Institution’s research to include but not limited to, Confronting and Competing with China; Reforming K-12 Education; Revitalizing American Institutions; and the Stanford Emerging Technology Review.

The Government Relations Senior Manager will also build relationship with Hoover Fellows and leadership, and other policy-based think tanks. and help evelop, advance, and maintain effective working relationships with elected government officials, their staff and advisors, and facilitate Hoover’s access into the legislative and public policy arenas. The Government Relations Senior Manager is a hybrid position based in the Hoover Institution’s Washington, DC office.

CORE DUTIES*:

  • Execute all aspects of external relations programs, projects, and events, including coordinating special programs and overseeing production of audio/visual or written and visual materials. Projects include government and/or industry lobbying efforts, including working with university officials and third-party interest groups to affect positive change.

  • May advocate before public officials to advance Hoover Institution priorities.

  • Identify, enhance and maintain positive working relationships with Capitol Hill and Federal Agency officials and staff to assist in developing and implementing strategies to achieve stated legislative and regulatory objectives.

  • Research and analyze issues of moderate complexity for the institution.

  • Draft position papers, statements, testimony, and presentations on these issues for review and communication to both internal and external audiences.

  • Help Identify, address, and mitigate unforeseen and/or rapidly unfolding events that may negatively impact relationships between the institution and other constituencies.

  • Work with Government Relations staff to plan and assist with curation of selected, proactive, and timely information about institution positions, accomplishments, and interests for federal and state audiences. Follow-through on appointments and attend briefings, hearings and Congressional and Federal Agency staff campus visits as well as other high-level governmental visits to campus.as instructed by senior members and management.

  • Monitor and interpret federal and state legislation and/or proposed actions by city and/or state government and advise senior management of potential campus and constituent impact.

  • Respond to constituent inquiries.

  • May direct and/or supervise government relations staff in the Washington D.C office.

**MINIMUM REQUIREMENTS:** **Education & Experience:** Bachelor's degree and seven years of relevant experience or combination of education and relevant experience. Five years or more experience on Capitol Hill and/or Federal Government strongly preferred. **Knowledge, Skills, and Abilities:**

  • Experience in a government relations environment, focusing on federal and/or state level.

  • Demonstrated advanced judgment and knowledge of the political process at the federal and/or state level.

  • Advanced written and verbal communication skills and the ability to interact effectively and diplomatically with policymakers.

  • Collaborative team player with the ability to diplomatically solve problems and build key relationships.

  • Skilled lobbyist or prior experience as an aide/advisor to an elected or appointed government official with working knowledge of the political system and political process at the federal, state, and local levels.

  • Ability to recognize potential areas of constituency concern and address, resolve and/or mitigate problems or issues.

  • Proficient skills to read, interpret, understand, and respond to pending and proposed legislation, including skills to write effective position statements and draft proposed legislation.

  • Proficient computer skills and demonstrated experience with office software, email applications, and presentation programs such as Photoshop, Dreamweaver and/or Keynote

**Preferred/Desired Knowledge, Skills, and Abilities:**

  • Able to speak to both policy makers and staff about Hoover’s core policy priorities with an emphasis on technology, foreign policy, and education.

  • Experience working for elected officials at the federal level preferred.

  • Strong relationships with federal government officials and their staffs.

  • Excellent written communication skills, reporting skills, and advanced skills in conceptual editing, copy editing, and proof reading.

  • Demonstrated interpersonal skills in working with a variety of people.

  • Capacity to write and synthesize materials and communicate information in a manner easily understood.

  • Work within Hoover media and government relations team to build a network of key contacts.

**WORKING CONDITIONS:**

  • May require working flexible hours, including nights and weekends. Ability to travel.

The expected pay range for this position is $141,000 to $187,000 per annum. Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
